Coming from a party absolutely infested with corruption though, it's nothing more than pretentious platitudes and lip service. Same people who created this problem are waffling on about enforcement. It's hilarious.
If Cilliers Brink can fix Tshwane, then the ANC can fix what it broke.

So, the south african government has allowed mobs to run around "hunting" foreigners and now that the UN, AU and other African countries are involved they suddenly want to wake up and say they weren't engaged? Where have they been when images of mobs running around attacking people too dark are shown all over the media?

Probably encouraging the actions because it takes the lens off their cluster fsck.

The ANC just defaulted to their factory settings as always; deny everything. If this doesn't work, they'll just apply the blameshifting and play dumb expansion packs.
