I don't understand how this went forward if the mayor upheld the appeal?
CoCT modus operandi 101:
A) Operate on a fait accompli basis.
B) Take the City to court if you don't like it.
The root of the problem is the insatiable quest to exponentially increase urban densification.
to that end, the city in it's infinite wisdom hatched what it assumed was a cunning plan.
in order to offer carrots to developers, the city went into stealth mode and changed some bylaws.
the big carrot - build on or within 50m of a public transport route and there will no longer be requirement to provide off-street parking for the residents.
and so it came to pass - no announcement or public participation process, the city simply rode roughshod over it's residents.
this was manna from heaven for developers, no more wasted space to provide pesky parking - more profit - and who can blame them taking advantage.
in all this, gormless officials somehow thought everybody would henceforth be catching the bus !
all was not lost, or so the city thought - increased developments would alleviate the critical shortage of reasonably priced housing on the atlantic seaboard.
nay - developers were 2 steps ahead.
they quickly went to work constructing large buildings containing apartments little more spacious than rats nests - 25m sq apartments for R2.2m upward.
needless to say this has not alleviated the "previous" accommodation shortage, but in fact exacerbated it - investors buying up the rats nests to be used for airbnb type accommodation.
there is more to this saga - but i need to get my arse to the airport !
