You might be shocked out of your wits, but once you get past the initial disbelief there are some pretty good recommendations in there (apparently) that you really should be following through on and making sure your underlings are implementing.

So ...ummm... 4 years later the SIU has only managed to "conclude settlement agreements" for about 25mil of the 431mil that was stolen. Like not even 10% ?

Doesn't it imply that part of the money was for a legitimate services that were rendered? From my observation the biggest problem with Covid related contract was overcharging and payment for services not rendered.

My understanding is the special tribunal that was established set aside contracts worth 431mil... the contracts are in effect null and void. The entire R431mil GDE procurement process was stripped of all legal validity.
