Just make the third party insurance annual in advance with proof required to license the vehicle.

Naturally, should even do jailtime, but who pays if the innocent victim is disabled and cannot work? Not the poor uninsured driver. State medical treatment at least exists ito medical care. Just say **** the victim or...?
