In this first instalment of a three-part investigative series that reveals some of the lesser-known facts about Cape Town’s development space, Daily Maverick reports on the political capture of the municipal planning tribunal, the official body that handles billions of rands per year in land-use applications.

On page 46 of the Government Gazette of 5 August 2013, directly beneath a bold sub-header that describes what the new section will be addressing, there is a statement that leaves zero room for interpretation.
“The term of office of members of a Municipal Planning Tribunal is five years or such shorter period as the Municipal Council may determine,” it notes, “provided that a member may not serve as a member for a continuous period of 10 years.”
 
Something very fishy about this.
Indeed so. I'm going to have to ask Davey Ayres for a bit more info when we meet for a few beers again. He must have some more info on the legalities of this.
 
Yet another reason why the DA is going to bleed votes in the local elections, including mine, for the first time. The CoCT is forcing approvals through despite ardent protestation and clearly justifiable reasoning..
 
In my area any development is routinely squashed, yet the most controversial ones are often pushed through. For example, a local resident gets shut down for wanting to slightly expand and formalize a small roadside farm stall that had historically been used informally for that purpose for decades, but a year later an enormous new retirement village is green-lighted across the road in protected wetlands. Doesn't add up.

CoCT voters will be mad to vote for ANC though. They should visit Jozi to see first class potholes in action and crumbling infrastructure in general.
 
I think @ToxicBunny mentioned this. Best is to circumvent 10 year continuous rule by being member for 9 years and 11 months. Go for a lekker holiday for a month and then rejoin for another 9 years and 11 months.
