The Mayor and his cadres are paying for fuel for their tax-sponsored Range Rovers and Bentleys...

Probably simply taking it from other budgets instead, so they can fill up with fuel 4 times a day, 5000l at a time. After all their taxi fleets cannot run with paying Rtoofingmuch for fuel, so best they get stolen fuel instead
