It's just what you're saying, that we eliminate ward councilor salaries and that will somehow fix maintenance backlogs, is nonsense on the face of it.

These metros need BILLIONS to address the maintenance problem, not the millions you save from not paying ward councilors.

It's questionable if even billions would solve the maintenance problem, because the problem isn't really about not having enough money. It's about how the money they have is allocated. Look at that issue first before you look at something as paltry as what they're paying ward councilors.
100% this!! Have been saying this for years - if the money for infrastructure maintenance and upgrades etc is ringfenced and utilised without the need for costly BBBEE tenderpreneurs that inflate the cost manyfold, South Africa wouldn't be in this scenario where the towns and cities are falling apart!

The appointment of the appropriate oversight entity would have to be handled at higher levels of government, next level is probably provincial. The rot in some of these munis is too great. Give them the chance to appoint their own independent oversight and they'll hire their cousins again.

Essentially every one of these munis needs to go into a form of administration. Once stability is achieved, going forward independent oversight needs to become the norm.

The problems our major metros are running into is not a problem of too little money. They have enough money. The problem is the money they have is not being spent where it's needed, that a significant portion of it vanishes into a black hole instead of being used to supply services. Basically they're just poorly run and corrupt. This is the problem that should be addressed first. Councilors salaries are nothing compared to that nightmare.
Money is being spent on vanity prune ts as well, with less benefit to the citizens than they claim.

Pre 94 was many small municipalities and towns then large areas governed by civil servants without much local representation (townships). Maybe the answer is back to the smaller entities with local responsibilities throughout; encourage self governance and responsibility but with some broader metro type functions (bulk water, electricity, sewage treatment and maybe refuse disposal); somehow. I see municipal tenders in the R20m to R150m range and interesting to note that BEE is irrelevant; 95% are BEE Level 1.

Corruption still rife though; in the 30% CPG, "emergency" works (Mamkhize's patch in eThekwini) and "panels".

So not the delivery service but the actual restaurants? If it's true that they only hire a small number of foreigners, they should still be able to operate without them, unless the 90+% local staff is so lazy they can't do anything on their own.

No, it says short on drivers, you can order to collect. Weird that my pnp order just arrived though.

Message comes and goes, its like when the weather is bibical.

With woolies, do you then call up and they collect (and adjust invoice) or do you have to go to store and fight the battle ?

I was expecting shortage of drivers tbh. Maybe they are all legal ?

Hahahaha going in store for a battle is a test of patience, You call them for wrong order and the manager tells you to come to the store.

You arrive at help desk and no one knows which manager answered the call. When the manager is found, she apologies and tells you she needs to contact head office first and after the head office call, they ask if you want a refund, replacement or credits but what ever option you choose you will need to fill in the forms .

Then they have to find another manager to take you to the till to do what ever authorization on the slip by then you are now more worried about people looking at you thinking maybe you stole something than a simple order correction🚮🚮

Just loudly say "This manager is a foreigner" and they will shift gaze from you to them. Follow me for more such useful tips.
