Stalink wasn't even going to be accepted unless the ANC got a share of the profits and an instant kill switch to shut down communications as needed. If they can't monitor it, you ain't getting it.

What do you think is the purpose of the Office for Interception Centres or the SSA? :)

Also have a look at the RICA act, specifically Section 30(1): Requires that no person may provide a telecommunication service unless that service has the capability to be intercepted (as prescribed by the Minister).

The Act explicitly prohibits providing telecommunication services that do not have this built-in interception capability.

the state has extensive, though regulated, powers to conduct targeted interception of communications with the cooperation of telecom and internet service providers. This typically requires a designated judge's permission, granted only where there are reasonable grounds to believe a crime has been, is being, or will probably be committed.

Also I work for an ISP (network engineer). If the government wanted to monitor someone, it will need to be specifically set up. It's not on by default and there's no active monitoring or interception. There's no firewall or monitoring service between the user and the WWW.

Metadata is the only thing and it's only who you connected to, when, and roughly how much data.

Then there's already a loophole with that, we've been having VPNs for a long time now.

Yes, that's the point. RICA allows them to go to specific judges whom can issue secret orders (ex-parte surveillance warrants) to monitor citizens/companies. As a customer/monitored person you won't have knowledge of this happening or that it even happened.
