Low income housing has a bad connotation. There is no utopia, different income classes live in different areas because thats how it works. Supply, affordability (or expense!) creates exclusivity, which drives higher prices and higher tax revenue etc.
COCT has a tough task on it's hands here. Provide cheaper (affordible ???) housing while not impacting surrounding property values and tax revenue.
I'm under the impression the COCT is trying to tax the middle and upper class and spending it on infrastructure and services for the poor.

there is not enough schooling facilities in the area.
add an extra 50 or so school kids to the area (schools are already full), those kids are in for long commutes to get to school and back.
so instead of adults working in the area having long commutes from home to work, and back home again - we will see school kids having to do the same commutes, but in reverse.

I agree with the sentiment of that they are trying to do here but this is the worst possible location.
Tafelberg school is a failed government school, why ? Because the people who would go to that school can't afford to live near the school. So you have a big empty property in an area where prices are sky high and is already over developed.
How will affordable housing work in an area like that ? Its totally doable but what's the plan to keep it affordable ?
When you build that housing, where will the kids go to school because now there is one less school.
The site was earmarked for a private school - which makes a lot more sense because there are a lot of people in the area and no schools. Keeping the site as a school makes a lot more sense as it wont increase the density and will meet a need.
The only reason they are making a noise is because it was going to be a Jewish owned school - and now thats a crime apparently.
