South Africans could soon be paying less for mobile data

Wow! This is the first time I have ever heard of the possibility of this happening since cell phones were invented

Bolox, things will only go up in price or value or subscription.
SA's carriers feel F All and need to eat.

I'm on vodacom pay as you go. Previously I could buy a minimum amount of data to cover 30 days for when I'm outside wifi (because obviously we get reamed if data runs out and we eat into airtime). Now I'm forced to pay a minimum of 3x what I used to pay a year or two ago. Sure, I get more data than 3x what I used before but I don't ever use it unless I'm away in the sticks. So my guess is that we won't pay less but rather pay closer to a fair R/Mb charge. As far as amending use-it-or-lose-it, I'll believe it when I see it as one current 30 day data purchase could last me 6 months if it didn't expire.

I'm in Europe, i recharged my local country sim for 9GB data and unlimited calls for R259. I went to another EU country briefly and it was still working. I found out now i can roam anywhere in EU with my sim and it just uses my home country packages...
The Wi-Fi calling also just uses any wifi network as long as it has internet anywhere in the world.

A lot is possible when the business is about making money through offering proper services, and not fleecing the consumer because you've colluded with all the competition and they have nowhere else to go...

That sounds quite expensive, guessing you're on one of the tourist roaming packages?

Just buy a normal package usually in most countries, e.g. It's 10 EUR (R210) for 70GB of which 15GB is roaming, and 1000 minutes in Austria.

There are others like lyca that do roaming packages if you're just passing through a lot of countries, 15 EUR for 20GB.
