Take George as an example, DA run.
George is a water scarce area and there isn't enough water for the amount of developments.
However, the DA run municipality green-lights every new development and is hell-bent on growing the town even though infrastructure cannot handle it.
Water outages happen an absurd amount of times per year and the dam water levels are constantly a threat. The recent floods filled it up, but the rate of consumption >>> average rainfall.
Traffic is a nightmare in peak times and commuters are turning quiet neighbourhoods into racetracks to beat slow non-moving traffic in the main roads, as people take detours through small suburb streets.
George dam development:
The DA was pushing for years to build a University at the George dam. This was supported by GOOD, the ANC and all the other parties except for one:
The FF+
So the biggest threat to the town's existance is its water security and it's been a constant issue for decades. Yet, the DA municipality thinks it's a great idea to build a massive waterfront housing, commercial and university compound right there, on the endangered drinking water supply.
The DA fought tooth and nail for this development and had several early victories, making the development look inevitable:

The DA, ANC and the rest of them were willing to risk everything, just so they can get political points for providing a university for their voters. No thought to preservation, conserving and protecting. Just greed.
Whenever the water levels drop to around 60-70%, they raise the cost of water even higher and also send teams of police to houses where there has been a report from a neighbour that "someone was seen filling his pool", with R1000 fines handed over to the homeowner.
So they're making money by approving more housing than what there's infrastructure for, then when the water runs dry, they more even more money by raising prices on that and implementing massive fines. Recently they've also started a number of projects to illegally bolster their income, such as writing tickets for people parking legally in their own street where there's no yellow line.
