No, it's more why do I need to submit this when I don't have anything to declare, and if I do, why max 24h in advance and why can't it be optional to speed up the system rather than at border control like every other country does for.

I never take stuff into South Africa to sell / that requires declaration, but according to the rules, now need to fill in a form for this, extra hassle.

I think in 2015 or so they tried something similar, declare all your stuff as you leave so when you come back they can check you are not bringing anything in. I skipped that, didn't result in issues.
