The coffers have been looted dry, now it's time to refill the UIF trough so the feeding can continue.

Personally, I've never heard of anyone having a seamless UIF claim. Most people eventually give up because of the endless bureaucracy and the number of hoops they have to jump through just to submit a claim.

I last claimed from UIF in the early 2000s and yes it was a lot of hoops to jump through but they did pay eventually, even if it was a pittance. Don't know what it is like nowadays though.
 
According to data from SweepSouth, the average domestic worker supports four dependents while earning relatively low monthly wages.
There's possibly a small chance that the real issue is here...

I know someone where it was paid after 3 months and lunch money.

I fail to see where the informal part is related to domestic work.
Work contract
Minimum wage
UIF
Annual leave
Maternity leave
Family responsibility leave
Sick leave
Notice of termination rules + severance pay
Retirement procedures
Certificate of service

None of any of the above is "informal" .
