Yes, if you don't actualy care about re-election, why would you care about doing a god job in the eyes of the electorate? You could make the argument that a career politician is far less likely to be corrupt as them losing their seat means a loss of their primary source of income. If you are a seat warmer with other prospects, you don't have those restraints on you.
You make a good point about not caring about being re-elected but since his sister is appointed - and according to press reports, he cared for her when their parents died - she is highly likely to want to honour her brother's legacy and she can do so by asking: How would Lindsey vote?
