Even if it's over the counter type you should still be able to have a reasonable explanation and maybe a receipt to show the cops you were just doing stock for your pharmacy in Zimbabwe, otherwise the cops will have a very reasonable suspicion to think you are up to no good.

I think there is some kind of "reasonable therapeutic use" threshold for any registered medicine and those OTC Benylin bottles are that. I don't think a Clicks or Dischem will even sell you more than 3 or 4 bottles at a time.

When they are met with blank stares, there is only one thing to do.
I would give a cop a blank stare as well if I had 48 bottles of otc benylin and the cops wanted a receipt.

It is probably just a problem, tagged on because whatever "illigal substances" they have in the plastic bags.

Contrary to popular belief, cops can arrest you on reasonable suspicion that you might have committed an offence, that is generally how many of those arrests for alleged stolen goods happen, at the time of the arrest, all they have is reasonable suspicion, and where does the reasonable suspicion arise from? From the failure of a suspect to adequately explain himself.

Why is it the cops business that you have 48 bottles of a cough mixture you ask, the same reason it is a cop's business when you are found with 48 laptops or 48 cellphones with you, Is there a law that says you can't be in possession of 48 laptops or cellphones?

It is a nice question but that will come later, the first question would be, what is your business going around with 48 laptops or cellphones, and believe it or not, an officer of the law is fully entitled to ask you that, you are are also free to tell him that's not his business, but you will probably be calling your lawyer soon after that.

48 laptops or cellphones is a significantly different value set of items though.

While I think it's silly to have that much cough mixture on you it's not exactly beyond the means of the average person to own that much of it. To automatically suspect a crime has occurred because he's got some cough mixture sounds wild. Good luck with it in court.
