The internet is back as soon as eskom restored power, so Vuma doesn't seem to have any backup power?
Perhaps yes. I don't think they do regular maintenance on the backup power, since load shedding has been non-existant for a while now. Just speculation ofcourse.

Or Generators could have been empty

If you are able to change the "AC Name" on your router's PPPoE connection, I found 2 AC's that run well, and 3 that have a lot of packet loss, so try to get connected to:

Changed to TRI-JB3-DC21-A21-BNG3 and works

Yeah so as mentioned in Pm's, Likely one leg of the backhaul is problematic, so With MPLS, it will be hit or miss

Looks very similar to that issue @DYreX146 had in Pietermaritzburg a few months back

This morning it seems the packet loss is resolved on all the Access Concentrators I am able to connect to, hopefully vumatel found and fixed the problem. I am not able to connect to the same MAC addresses for BNG1 & 2. These are running clean right now:

Packet Loss is back on TER-JB3-AR2 since just before 10:00, I reconnected to TRI-JB3-DC21-A21-BNG3 and then I have no Packet Loss. I added ping plotter screenshots before and after the reconnect to my ticket.
 
Clearly a congestion thing on one of their paths.
It might also be a hardware issue, I get the feeling the backhaul line dies for +-5s once or twice a minute. It feels like the traffic totally dies for a while and comes back. But vuma needs to figure it out.

Yeah can often be a member in the bundle of multiple 100G waves.
