The value proposition will be terrible by the time it gets to your door. You could build your own more powerful mini PC for less, put Steam OS on it and call it a day.

Worst possible time to release the Steam Machine now, should of done this about 18 months back already.

Who are the international sellers?

There are methods to creating a US account, and then going through the same steps. Just know that when you use a service like Aramex Global Shipper that you can't count on Steam's highly reputable customer service due to technicalities.

As already said, you would have to be a diehard...
