Post Office plan to deliver speeding fines in South Africa

The Road Traffic Infringement Agency (RTIA) has explained how Administrative Adjudication of Road Traffic Offences (AARTO) Act infringements will be securely delivered via an e-registered mail system.

Following the proclamation that AARTO would roll out to 62 municipalities on 1 July 2026, the South African Post Office (SAPO) confirmed that it would use the electronic mail system to deliver notices.

According to the RTIA, these notices will come in the form of password-protected PDFs that can be unlocked with the motorist’s South African ID number or a passport number.
Seeing as they insisted I get a Traffic Register Number they don't have my passport number. So now what?

When was the last time the post office actually delivered anything on a timely basis? Odds are they're not going to get that registered slip to you in 60 days...
Oh they want to do it differently my man.
They want YOU to access some "secure" email account on their system, that's how these clowns want to avoid that issue.
You know the form, if there was an e-mail sent, that's enough for the courts to deem you received it.

I just need a list of IP address ranges to block traffic from  I'm guessing SITA has its own ASN.

The Post Office with my email address and phone number - guess I am going to get a lot more spam.

-Create a 1 click Wordpress template site on some cheap shared hosting: $10
-Use AI to make some logos: Free
-Apply shoe polish to body and face to pass BEE requirements

Sell it to the post office for R800m, with a R100m per year service contract.

Pay someone to upload excel sheets when they feel like it: R2500 per month.

Profit

Edit:
The main risk is ending up in court, being accused of corporate espionage because I stole some cadre's business plan word for word.
