South African writer and scholar Jonny Steinberg said that the ANC is so corrupt that it would avoid creating a strong, independent police force.

It is a synonym in this case. It's not 'afford' in the sense of monetary availability. It's 'afford' in the sense of it would be devastating to the ANC's corrupt activities. e.g. "the president could not afford to have the scandal leaked".

The ANC will avoid setting up a strong independent police force because doing so will put an end to their corruption.
