28GW of demand, with a peak generation capacity of 48GW, does not mean 80%, the biggest difference between the days of LS and now is that all the large industrial users, who had contracted power supply contracts, have pretty much all disappeared, so there is a big chunk of load gone, and thus that roughly 4GW drop in each day, which does make a big difference. you can still see there is a big chunk of OCGT use, which, if there was actual reserve capacity, would not need to be used, as you have enough controllable power, as you can easily use a coal power plant to still provide generation, and act as a load sink, by simply using it as a rotary capacitor, circulating current in power lines. Not the greatest, but doable, and thus you have reserve available for close to immediate despatch.
Reminds me of the late Terry Mackenzie Hoy, who was a pretty decent columnist, and who pulled little punches about competence, telling of a power station where the newly appointed boss saw the one turbine running, and the other shut off, and said he wanted both of them running all the time, so they then ran both, one running leading, one running lagging, to circulate current between them, and incidentally power the area with the difference. Ran till one needed maintenance, which was refused, till both blew up, totally unexpectedly, as to the shock of the appointee, who thought that they would run forever with nothing being done to them.
