Have you felt what 20km to dead stop does to the body, it’s not pretty but I digress, the issue as I stated clearly isn't owner riders who are generally experienced in handling their bikes, it’s the rental riders on a one time joy ride trying to maximise the fun factor/value for money, typically with very little riding experience so they naturally have accidents far more than is usual.
But by all means let them joy ride and eat tarmac as they please, just not on the promenade itself which is full of pedestrians, it’s not the place. And the precedent in many countries is to ban e-bikes in busy pedestrian areas, for obvious reasons.
