Dependent on inverter design, outlet type, the EVSE/cable used, and the receiving vehicle’s onboard charger.

Tesla has full high-power bidirectional hardware, multiple outlets, the others have puny and cheap designs.

Sweet integrations doing exactly what I want them to do. Plug the car in after a shopping trip. Charger talks to energy provider, energy provider decided that it's a good time to charge the car for the next half hour and drops the unit cost to off peak/car charge rate.
Charger kicks in on the car. Integration app picks up the rate change and tells Tesla to tell the powerwall to charge up on cheap electrons.

Only problem is the guy who commissioned the install made a mistake and limited grid import to 11kw, so when the car pulls 8, the powerwall plus rest of house is limited to 3. Waiting for them to set it to 22kw like it should be...

Not really. They did go up quite a lot a year or two ago, but that was a regulatory thing that took network upgrade and maintenance costs out of unit rates and put them onto the standing charge (unit rates did come down).
