4 towns and cities in South Africa hand over control of electricity supply to Eskom

Four South African municipalities, Ditsobotla, Emfuleni, Maluti-A-Phofung, and Merafong, have signed Distribution Agency Agreements (DAAs) with Eskom.

According to the state power utility, DAAs enable it to assist municipalities in running their electricity businesses. It emphasised that it wasn't a complete takeover of electricity services.
 
Eskom DAA is it Constitutional? There are currently four signed DAAs with Maluti-A-Phofung, Emfuleni, Ditsobotla, and Merafong
 
Because letting an overstaffed, overpaid and inefficient Eskom run your electricity network is better than letting an overstaffed, overpaid and inefficient municipality do it.
