4 towns and cities in South Africa hand over control of electricity supply to Eskom

Four South African municipalities, Ditsobotla, Emfuleni, Maluti-A-Phofung, and Merafong, have signed Distribution Agency Agreements (DAAs) with Eskom.

According to the state power utility, DAAs enable it to assist municipalities in running their electricity businesses. It emphasised that it wasn't a complete takeover of electricity services.

The municipalities not delivering services is not constitutional, so getting them back in working order cannot be unconstitutional I'd think.

It must be unconstitional that nersa hasn't revoked all the defaulting munis distribution licenses.

Because letting an overstaffed, overpaid and inefficient Eskom run your electricity network is better than letting an overstaffed, overpaid and inefficient municipality do it.

The municipality also has super incompetence, while Eskom has less of that.
