You all keep saying water is “used” like its destroyed and gone forever into some kind of magical water oblivion. It’s being released again or evaporated. It will come back down I promise.

That is a pretty dumb statement. Used as in it's no longer in the area, in the place where you got it from/need it. If it later rains down over the ocean somewhere or not in that water scarce area (wonder how it became that...), it's not very useful.
