The apartheid government was more than willing to, and in fact did try to do a proper hand over, they were kicked out by the ANC I would assume to facilitate the criminality and looting that has become the norm in this country.

The ANC might claim that it increased the amount of people who had electricity from 60% to 90%, but that means f-all when your municipality is so badly run that you don't have electricity anyway despite being connected to the grid.
