It doesn't encourage him to obey the speed limit (thus resulting in no fines being posted due to him and thus starving the PO of revenue so it can just ****)?
 
Just another reason to boycott the post office and its services to ensure that it continues to fail.
 
The only way it will be a lifeline is if SAPO takes the money, issues you a receipt, and simply does not pay it over. Just like they did to their staff, deducting tax, deducting medical, deducting pension, and then simply not paying SARS, the medical aid, and the pension company. Nothing done about that, but you miss paying SARS by 1c they climb into you with a 6m long cactus.
