Actually an interesting situation. The tweet wording is wrong. The Employer Contractor who is responsible ...
On large construction sites, the sub-contractors does the HR for their own people, the main contractor and sub-contractor has a legal agreement in place etc to cover and responsibilities ito HR, safety etc. That where the prima facie evidence comes in.

Ultimate somebody should be held responsible. Google does a good job of explaining it. I'm curious about how the prima facie evidence will play out in practice.
