Every foreign employee is effectively here by invitation of a South African employer.

The responsibility for deciding criteria for entry into a country with infinite needs i.e. infinite opportunity for work, should not rest in the hands of those with the lowest appetite for open competition.

Centralizing these decisions is the problem.
