South Africa's communications department is struggling to locate around 13% of the households that qualified and registered for free digital TV set-top boxes.

No, the authorities quickly scrapped that requirement already 14 years back or so.
So the "indigents" can get free water, electricity, municipal services, free WiFi and free tv aerial plus STB installation. Plus of course the social grants.
