Exactly this. I've seen cops dealing drugs firsthand. When I was at a club about 10 years ago, I went to get some fresh air outside on the balcony and have a smoke, and saw a couple of people standing on the curb on the other side of the road. A few minutes later, a cop van pulls up, money clearly changed hands, and then they drove off. This went on the whole night, about every half hour.

Jeez, imagine buying from cops thinking they dodgy then they arrest you.
 
Count down to when the drugs, while in police custody. mysteriously disappear.

Especially when taking into account its packaged in a plain cardboard box only, literally zero effort was made to conceal the actual contents, and I find it hard to believe that someone shipping such a high value package could be so inept.

just look at the crates in my pic above, well packed and secured - and that really is in my one garage.



although sadly - no marching powder in there
