Yes, but they are not citizens. You said that “the US Government removes medical aid from it's own citizens” this has never been true.

Medicaid isn’t for general citizens, it’s only for the extreme minority that are poor enough, or for other circumstances (like refugees).

The US has a completely different medical system to SA and doesn't have medical aid (at least to the extent that it is used in the SA context). I believe US employees have private medical insurance, but the one thing is the US is it's usually tied to being employed. You can't access it why being unemployed.

All the things mentioned. They only give you that for 3 months and only if you are actively looking for work while there. After that, you are on your own.
