Ian Cameron, chairman of the Portfolio Committee on the Police, said that Cape Town's 10111 SAPS emergency number is down due to an outage at the Maitland call centre.

Nothing new here. My car was stolen in 2006, and the response was 'would you like a case number?' I guess I was naive back then...

Most neighborhoods have CPF and Neighborhood Watch and some sort of group. These fall under the same category. Informal areas have the knobkierie.

The informal settlements have their own form of ‘private’ security and it is probably more effective than the paid for version.

They are also unlikely to call the police, they do not easily trust them.
