Fact is she didn't have to. Why not save the money and wait until elections, then use the money to campaign. That's the whole point of a campaign. Or are we meant to believe that Cyril goes door to door outside campaigning.
When you are in government you don't have the luxury of holding onto money until elections because 1) you are meant to use it for basic services 2) you are not supposed to spend government money to indirectly campaign for your party.
If you can't see the difference then I can't help you. Fortunately enough people do know the difference to ensure the ANC will never get a majority. /Inb4 the DA won't get a majority either...
