R13.76 million outstanding debt in a small South African town with one property vacant and neglected for 29 years

My understanding is that even where people hand their property over to the municipality due to inability to pay the debt, the municipality's seldom do anything with the land and maintain that the previous owner remains liable for all costs until the municipality formally takes over the land. i.e. they simply ignore the problem and point fingers while doing nothing for years.
