I’m not too knowledgeable but earliest was compulsory insurance with only recourse being suing for damages.

Those companies will charge what ever they want cause you cant go anywhere else.
The point of RAF was that if you dont have insurance it covers you and covers you very well i must say
Friend of mine lost the ability to walk his bill was as long as the house and he bought a bar a car and his dads house with that grant money
another friend also accident brain injury the payouts are crazy high I cant imagine what insurance companies will charge you for such a thing imagine spending R400 extra on insurance just in case a what if you knock someone or you in a accident etc.
i guess govement is seeing a possible issue if majority of motorist shift over to EV's but then charge RAF levy/tax at electric charging stations now i dont drive a EV so i dont know how that works but that id think could solve the income issue on their part. just shift the cost else where. you shouldnt get punished cause you want to drive a EV save the planet emission wise (not really)
I also dont see more than 15-25% of SA using EV cars to be honest dont know the current numbers but i just cant see people spending a million on a car when you still get decent petrol cars for under 300k unless of course EVs become more affordable to buy and maintain.
i wouldnt be suprised if they just increase the level at the fuel stations specificly with Diesel since everything goods wise runs on diesel the public without knowing will be paying for it regardless. considering its R31.something a Liter latley for diesel. (30.something if you lucky lol filled it up real quick)
Now on the whole mandatory thing in EU for example that's EU the regulations work the law works the enforcement works.
Here ....it doesn't work as efficiently also the fines and punishment is not even remotely close to what they have in Western Europe in France its on a point system get a speeding fine points are deducted loose all your points you have to re do your licence again..
Never mind the price in Euros you pay for fines they too chicken to break the laws there and public transport works so well you dont need a vehicle (and everything is close by anyway)
imagine doing that in SA... with no license or an already suspended license it just wont work.
What will work is if you force fuel stations to only be able to put fuel in a car with a valid drivers licence even that is questionable.
