I agree, but a few ANC municipalities (Thaba Chweu Local Municipality) have started charging a fee (on the rates account) to residents that have solar installations.

AFAIK some organisations (AfriForum) have taken this up.

Yeah I know, and its behaviour like that that will backfire on them and make the whole financial situation of the municipality even worse.

Most grid-based inverters are safe if correctly installed and configured, but I could imagine the situation where someone feeds too much electricity back to the grid (e.g. way more than the standard), or the anti-islanding doesn't work, etc. Pretty hard to detect, though.
