Nah, They need to reduce tankers, both outsourced and in-house and spend the money on the actual water reticulation system and maintaining/expanding it.

If they actuall fix reported leaks there will be less water waste. Reading Tshwane's X people report big leaks it goes ignored, person reports it again and response is "We have taken note and escalated the reference number", weeks/months later leak is still not fixed and Tswhane moans that residents are using too much water apparently 12% above the allocated amount.

Water department is captured no motivation to fix anything else water tanker use would decline.

Its the only way to resolve the water tanker mafia aspect... relying on tankers must only ever be an absolutely last ditch emergency measure, not something you operationally build into your system that drains a significant chunk of budget.
