To begin with, it’s the Independent Electoral Commission (IEC), not International. And they have absolutely no say in elections in other countries

Well yes, but no, but maybe, the original intent (If I remember correctly) was an international body that would oversee elections in all democratic countries to ensure free and fair elections. IEC was originally the International electoral Commission, of course politics meant it never really got off the ground for obvious reasons although India's IEC did oversee Sudan's elections in 1953. The UN and IDEA which oversaw elections for many years, and international observers were of course not only present during our own transition from Apartheid but were actively involved in the process and were the basis of what later became the Independent Electoral commission. Our current IEC has also observed election in neighboring countries under the International Election Observation system. I should have been clearer but was preoccupied at the time. In short yes, I didn't flesh the idea out properly and apologise for that. "The Independent Electoral Commission Act 150 of 1993 established South Africa's transitional IEC and specifically provided for an International Advisory Committee and international members of the Commission. It also defined international observers as representatives of the UN, OAU, European Community, Commonwealth and other intergovernmental organisations or governments accredited to observe and report on the electoral process."
