Current refineries are a toxic hazard and have been polluting the air and environment around them for decades, Durban's SAPREF being a perfect example of how to lower life expectancy and polluted environment in a 5 Km radius around them. So, I hope this will be brand new state of the art facilities but already know better.

Great idea - same as houses built on riverbanks being washed away and rebuilding them.

But at the end of the day it's all about filling pockets.

Thing is, can the country afford not to get refining infrastructure up and running again?
