Judging by what goes on our roads nowadays, I think half of drivers have paid bribes to get their licence and I wouldn't be surprised if it had something to do with their underwear.

In the greater scheme of things, a fraudulent learner's licence is pretty low on the scale. You can't get a job with it, or drive unsupervised, though it might accelerate the process a bit.

P.S. I resent being called elderly under age 65.

They are charged with fraud, corruption and contravention of the Cybercrimes Act for tampering with the eNatis system.

Probably shared logins, with the password on a post it note at the terminal, and this is common in all offices, as there probably is only one or two people who have the login, but 15 people who enter the data.

But you could do this at any office, and have arrests of corrupt officials, every day. so arrested, on paid administrative leave, and when the internal inquiry arrives in 5 years they resign the day before, or go on full pension before, with nothing being done, other than close the case, and look to the next group who are on the same suspension, with the same results.
