Vodacom denies accusations of flouting regulations in Kenya

Vodacom has denied allegations that it maintains a parallel "shadow" copy of Kenya's national citizen registry to continue serving customers when the official government database is offline.

You mean they have, like any fault tolerant system, that is implemented in large scale rollouts, a small cache of data, that is used to speed up processing results, slowing down a bottleneck of external data providers, that have often shown they have limited capacity.

Just like your PC, phone and router, and also ISP and mobile provider, also have a small cache for things like DNS, because a local response is faster than going out to get it, and does not overload the external providers. If they say the cache is a problem then turning it off, and hammering the country identity provider instead, will make the entire system fall over in seconds. if they did that, and instead gave the phone number of the ministers and departments involved as part of the error, those ministers would never have their phone be usable, as they would have thousands calling every second to complain.

Bypassing the cache and hammering the primary identity provider directly is a speedrun to taking down the entire national infrastructure. It’s funny how non-tech folks demand turning off local data, having zero clue that the second you do, nobody gets through at all. Though, I love the idea of rerouting those server timeouts straight to the decision-makers' personal phones that would fix the budget for proper servers real quick.
