they do not do either now, because, for some reason, the third parties tend to want payment. Selling stamps, cerifying stuff, and even taking parcels in, not that they will likely deliver them, as the pile at Durmain is not exactly getting smaller, still has stuff from 2010 somewhere in the pile, and it might be taken by the staff as a leaving bonus instead. They still are not paying over tax, pension or medial likely.

Yeah sure it might seem like a win or improvement but let's be honest which reasonable citizen will trust them to actually a deliver a parcel without it going missing/taking forever to arrive or being opened and looted during transit...have they actually implemented any systems to achieve this?

Trust once lost is extremely difficult and close to impossible to regain!

Also what about all the post office buildings that they sold off how are they planning to service those areas?and did they count the proceeds of those sales as part of revenue to get a lower loss?!
