In South Africa, health services are a concurrent national and provincial legislative competency under Schedule 4 (Part A) of the Constitution. How Competency is Divided:

National Department of Health (NDoH): Responsible for overall policy formulation, setting national norms and standards, coordination, and ensuring the constitutional right of access to healthcare.

Provincial Departments of Health: Responsible for the actual implementation of health policy, running public hospitals and clinics, managing personnel, and delivering primary healthcare services, within their respective provinces.
