Hold on... isn't this supposed to be something you don't just get told "nee... moenie weer nie... gee terug"? Aren't you supposed to be slapped with "go directly to jail no collect no two hunnit dollolo"?

This legal case is purely a civil matter, and the weight of evidence was overwhelming. Trying to get a criminal conviction would be harder and take a lot longer. In either case the money is long gone, and they will struggle to get any back. I guess it sends a 'message' of sorts...

Short answer (at least in the current case). The V&A management is quite a small team, with complex responsibilities. It doesn't help that ownership is split between public and private sector:
The V&A Waterfront is jointly owned by Growthpoint Properties (50%) and the Government Employees Pension Fund (50%), which is represented by the Public Investment Corporation (PIC).

Race may have played a part but this happens across all groups and cultures. My dad worked for a major mining company in SA. Had a senior white guy join and head up a department. Claimed to have a Harvard engineering degree. Guy was unbelievably crude and several times revealed a complete lack of understanding of topics most engineers would never struggle with. Math, and engineering specific knowledge as an example. Worked there for 2 years making somewhat of a hash up of it and eventually someone told HR to check the credentials. They found out it was all fabricated and he was unqualified for the role. Still got away with it for years. Lots of stories like that out there. This lady took it to new lengths working two jobs, and subverting money to friends, but there are lots of people out there lying about their CV's and reasons for leaving a previous job.
