Yeah seems its mostly uncached content affected.
Were still unsure as to why tthis happens, as we have not noticed anything On-Net that could be the cause.
We are on the lookout for any information that could explain the recent performance issues for Off-Net content
 
Anyone else having issues with YouTube videos failing to load or buffering constantly? Doesn’t matter what the video is, it either defaults to 480p otherwise it buffers, or it just fails to load at all

Been watching YT for about 3 hours now and 0 issues

Hello, yeah. I was getting 164–170 ms on Overwatch Amsterdam last month, but now it’s 180+ ms with IND spikes above 50. I think they’re on Google servers as well.

Yeah so the issue is with all the Youtube complaints as of late, we did the following
We are going to fill our Google Cache with peering in UK. See if it resolves the YT issues again.

However what this also seems to have done, is preferred the route back from the game servers via International instead of JHB
This results in asymmetrical routing, where the route out is via JHB, and Back is via International, resulting in increased latency.

The tricky part is, is its all or nothing, so we can't prefer the game traffic to come back via JHB, and the Youtube traffic to come back via International, thus we logged a ticket to see if Google is able to route the game server Subnets back to us via JHB instead, however looking at the latests updates, its seems that might not be the case.

Thus we may just need to undo the changes we made for Youtube, in hopes they fixed whatever was wrong with YT locally

As you can see below, the route from Doha is coming back to us via International
