United States has billions of dollars waiting to invest in South Africa

Not going to happen. The ANC is a narcissistic organisation - they're unable to admit they're responsible for the mess SA is in. Hell, they're unable to admit there is a mess.
 
The ANC has always been anti-West, throwing in their lot with some of the oppressive regimes on the planet (Russia, Iran etc.). They hilariously think that an alliance of largely corrupt, useless and poor nations is going to undo the Western-led global order.
 
The US government debt is $40tn. I think they should worry about investing in their own country first...

The key word is "invest". This is funds to help the country not to put into the back pockets of people so they're not interested.
