SABC TV licence debt collectors possibly breaking the law

I strongly doubt it's spoofing. It's more likely they're using mobile gateways to route the calls.
Yes, in most cases.
In some cases they use a number that is not really theirs. I found out by playing around with FreePBX that you can put any number in there and it will show up as that number on the receiver's phone. Yet when you call it back, if the number does exist, it will go to whomever owns that number.

In 99.99% of the cases the debt collectors know people call back so they intentionally use numbers that don't exist.
Calling back results in "the number you have dialed does not exist"

This is a problem with service providers. They should only allow numbers belonging to the caller to be used. Punish the source.

They also break the law when they threaten you with blocked credit accounts, bad credit-ratings and "imminent negative scores" on your credit profile.
Correct! But as is typical in this country, you can bend the law as you see fit, and even profit.

No, whoever would have guessed.

I am getting more and more of these cellphone calls that are call centres. The minute I hear the standard call centre hum in the background I hang up, or if its a number I don't recognise I generally stay silent so that their routing system doesn't transfer the call.

Then these companies complain because people have stopped answering calls from numbers they do not know. If you are not already in my contact list, I do not answer your call unless you have already sent me a message explaining who you are and why I need to take your call
