Western Cape residents are better off but feel worse about their finances

Western Cape residents recorded the lowest Financial Confidence Index score among South Africa’s nine provinces, at only 49 out of 100.

Cost of living in the Western Cape is high, so having a nice clean and efficiently run municipality has to be balanced against much higher cost of living and less disposable income. Getting paid more doesn't mean a higher disposable income.
