Trying to create a Horde character on the PVP server, game tells me no-can-do due to population imbalance...

On the WoW Forever PvP server, Blizzard enforces a strict, dynamic faction balance rule. If the population ratio between the Horde and Alliance skews too heavily toward one side (often by a difference of just 2% to 5%), character creation for the overpopulated faction is automatically locked. Because the Horde is heavily favored by players and streamers in the current beta, it is frequently throttled.

Damn, feels like a conservative margin there.

Its because of the tourney. So many people are creating new chars for that.

Yeah quite excited about Forever, I've liked what I seen in beta and also I think they have some really good people on that classic team. Although Blizzard/Activision remain a big evil in my eyes.
