Royal Mail target around 90% next day delivery depending on class of post but they also have a 3-5 day backstop KPI for missing the initial target. Overall 99% of their load is delivered within 3 to 5 working days depending on class.

This is far worse that they've achieved historically.

Does this mean the Post Office delivers x% of post in a time frame, or just succesfully delivers x% of post?

If its the later, then even the ICASA mandated 92% is absolutely fscking atrocious... how would it be acceptable than nearly 1 in 10 postal items just never gets delivered?
 
LOL. Still way under their licence conditions. This is like saying you just missed the olympics by a minute.

That is the thing. ICASA from what I'm aware only sets a target delivery within a time frame. They never measure the number of successful deliveries after that.
